1. For those who don’t know, who is Takasbank?
Takasbank is the central clearing and settlement institution authorized to provide cash and securities clearing and settlement transactions with regard to equities, debt securities, foreign securities, derivatives and precious metals transactions at Borsa Istanbul Markets. Takasbank is also an investment bank providing investment banking services within the scope of Banking Law and regulations.

2. What is Tapu Takas System?
Tapu Takas has been developed under the protocol signed between Takasbank and the General Directorate of Land Registry and Cadastre and has been made available to our people in 2015. The system provides simultaneous exchange of real estate property right and cash by preventing the negativities encountered by the buyer and the seller during the exchange of property rights and sales price in cash.

3. How does the Tapu Takas System work?
The use of Tapu Takas System starts entirely on the online platform, with the buyer and seller entering their records into the system through Tapu Takas website, mobile applications or e-Government using the e-payment (receipt) number sent to them via SMS, regarding the transaction to be made, from the Land Registry Directorate. Afterwards, the purchase amount sent from the buyer party/parties is kept in an independent blocked account at Takasbank, and after the signatures for the completion of registration at the relevant Land Registry Directorate and the information that the transaction has been completed, the blocked amount is sent to the seller's account via EFT.

4. At what stage can the Tapu Takas System be used in the buying and selling process?
After the seller and the buyer have completed the title deed applications and they have received the e-payment (receipt) number sent by the Land Registry Directorate for the payment of the title deed fee, the records can be entered into the Tapu Takas System.

5. What is e-payment number?
It is the receipt number (which can be 12-13 digits) placed in the SMS sent by the Land Registry Directorate used for the payment of title deed fee. The number for the same transaction is common to both buyer and seller.

6. Does the seller or the buyer make the record entry to the system first?
Record entry can be made by the buyer or the seller regardless of the order.

7. On which platforms can registration be made into the system?
Real person buyer(s) and seller(s) log in to Tapu Takas System by using the user and passwords to be created from the "Registration" option available in www.taputakas.com.tr and Tapu Takas mobile applications, and then click on the "New Record Login" button to enter their records.
In the event of any request to be processed via e-Government Gateway, the buyer and seller must click on the ‘New Record Entry’ button on Tapu Takas (Payment of Real Estate Purchase and Sale Prices via Takasbank) Operations Screen after entering e-Government Gateway with their own credentials and passwords.
Foreign and legal persons can enter their records by clicking on the the "Legal Entity/Foreigner" option from www.taputakas.com.tr or mobile applications. -
8. How do I create user from Tapu Takas website and mobile applications?
a) User Creation: The first step is to create a user, regardless of being seller or buyer, on Tapu Takas website and mobile applications. In the website or mobile applications, firstly, by clicking on the 'Registration' button, on the 'Login to the System' page, from the 'New Membership' option, a user is created by entering TRIN (Turkish Republic ID Number), Name, Surname, Date of Birth, Identity Card Serial Number, Mobile Phone Number and optionally e-mail address. The user is created after the information entered is passed through the necessary controls.
b) Password Change: After the user creation screen, the person is compulsorily directed to the password creation screen with the temporary password sent to their mobile phone and is expected to set a new password in accordance with the password policy.
c) Forgot Password: In case the user forgets his/her password at any time after creating the user, he/she is directed to the "I Forgot My Password" screen from the main screen to set a new password.

9. Can the system be used in case of multiple buyers/sellers?
Yes, it can be used. All buyers and sellers must enter their records into the system separately, and the sales price they will enter into the system must be their own sales price. As soon as all parties complete their registration to the system, the sum of the amount entered by all the buyers should be equal to the sum of the amounts entered by all sellers.

10. Can foreigners make transactions in the system?
Foreign persons holding an identity card accepted by the General Directorate of Land Registry and Cadastre regarding the transfer of real estate can make transactions through Tapu Takas. In addition, foreigners who will make transactions through Tapu Takas must have an account in a bank located in Turkiye.

11. In which currency type are the transactions made?
Transactions can only be made in Turkish Lira (TL) and other currencies cannot be used.

12. Can I transfer the fee or purchase price that wilI be sent to Takasbank from all banks?
All amounts can be sent via EFT system through banks located in Turkiye. However; from which bank the fee or purchase price will be sent, the IBAN of the bank to which the fee or sales price will be sent must be entered while registering to Tapu Takas System.

13. Can the amounts sent by the buyer and the seller to the system be sent from abroad?
No. The purchase price and commission to be sent by the buyer and the commission to be sent by the seller must be sent from an account in a bank located in Turkiye.

14. Can I send the purchase price in parts?
Yes. The purchase price can be sent in parts, provided that it is sent over the same IBAN. Until the full amount is received, no notification is made to the parties that the sales price has been sent.

15. How are the parties informed about the stages of their transactions?
At every stage of the transactions, the parties are informed via text message (SMS). If an e-mail address is specified during registration, parties also be notified by e-mail. All notification messages (SMS and e-mail) sent by Takasbank are sent with the "Confirmation Code" to be sent during registration, and messages that do not have a "Confirmation Code" or that are incorrect should not be respected.

16. How does the system work in case of abandonment of the sale transaction?
If there is no match for the amounts entered into the Tapu Takas System by the buyer and the seller (matching on the basis of the amount entered into the system by the buyers and sellers), the transaction can be canceled by canceling the registration from the system, even if any party has sent money.
After a match is made on the basis of amount and an amount over the commission amount is received from any person, the registration cannot be canceled from Tapu Takas System. After this stage, if the transaction is not realized in the Land Registry, if the title deed fee has not been paid within three working days, the sent purchase price is returned to the buyer's account notified during the system login without the need for any notice on the first business day following.
If the title deed fee has been paid, refund is made at the time of cancellation of the title deed fee by the Land Registry; if the cancellation of the title deed fee by the Land Registry is not made, refund is made to the account of the buyer notified during the record entry on the 30th calendar day following the payment of the title deed fee. -
17. Can I cancel the transaction after transferring money?
Even if money was transferred by either party, the process can be waived by cancelling registration from the system if the amounts entered into the Tapu Takas System by the buyer and the seller had not matched.
After a match is made on the basis of amount and an amount over the commission amount is received from any person, the registration cannot be canceled from Tapu Takas System. After this stage, as long as the process is not executed in the Land Registry and if the title deed fee is not paid within three business days, then the transferred sales amount is returned to the buyer account specified during record entry into the system without any notification on the next business day. -
18. Can I cancel my record?
The buyer and the seller can cancel even if the money is sent, if there is no match (match on the basis of the amount entered into the system by the buyers and sellers). If a buyer, who sends a purchase price, cancels without a match; the purchase price sent to Takasbank is automatically returned via EFT. If there has been a match (matching on the basis of the amount entered by the buyers and sellers into the system) and an amount over the commission amount has been received from any person, cancellation cannot be made.

19. Can I update my registration?
The buyer and the seller can make amendment as long as there is no match (match on the basis of the amount entered into the system by the buyers and sellers). Buyer and seller cannot make amendment if money has been received from any of the parties, whether there is a match or not (match on the basis of the amount entered into the system by the buyers and sellers).

20. What is the fee for using the Tapu Takas System?
A fee of ucret1 buraya gelecek TL is collected from the buyer(s) and seller(s) parties of the transaction, regardless of the sales price. In case of multiple parties, each of them is charged separately.

21. If the transaction does not take place, will I be able to get a refund of the fee I paid?
Commission fee(s) are not refunded even if the transaction is not completed at the Land Registry Office.
- 22. Can I send the purchase price and commission together?
The buyer can transfer his/her own purchase price and commission to the blocked account at Takasbank separately or in total at once. The point to be considered in sending EFT is that the EFT should be sent via the IBAN entered into the system during registration and the e-payment number must be specified in the explanation field. The e-payment number should be written adjacent and there should not be any punctuation marks between them. The amounts that are not sent in accordance with the specified issues are automatically returned by the system.
- 23. Can the buyer pay the commission to be paid by the seller?
No. The buyer must send his/her own commission and the seller must send his/her commission through the IBAN specified in the record entry and belonging to himself/herself.
- 24. Will I send the title deed fee and revolving fund payments to Takasbank?
No. Title deed fees and revolving funds are paid through contracted banks.
- 25. Do I have to pay an EFT commission when my account is credited?
No. Takasbank does not charge any additional fees other than Takasbank fee of ucret2 buraya gelecek TL.
- 26. How long does it take for my account to be credited after the transaction in the Land Registry is completed?
The sales price is transferred to the seller's account within minutes after the registration process is made by the Land Registry. However, when the transaction is completed after 17.15 at the Land Registry, the sales price is transferred to the seller's account on the following business day.
- 27. As a seller, how can I be sure that the money is blocked at Takasbank?
Although the parties are informed by SMS and e-mail if specified during registration, at every stage of the transactions, you can also be sure that the sales amount is blocked by using the “Query” button on www.taputakas.com.tr or www.turkiye.gov.tr or mobile applications.

- 29. How can I confirm the accuracy of the notifications made by Takasbank?
All notification messages (SMS and e-mail) sent by Takasbank are sent with the 'Confirmation Code' to be sent during registration, and messages that do not have a 'Confirmation Code' or are incorrect should not be respected.
- 30. How is the sales price transferred to the joint accounts?
The sales price is not transferred to joint accounts and is sent to each seller's own account only. Each party is required to enter only his/her own account during registration to the system.
- 31. Does the sales amount have to be the same as the sales amount stated in the Land Registry?
The sales price in Tapu Takas and the sales amount stated in the Land Registry can not be checked. Any portion of the sales price can be realized through Tapu Takas System.
- 32. In transactions via proxy, is the sales amount transferred to the account of the proxy?
Even if the process is carried out via a proxy at Land Registry, it is obligatory to specify an account belonging to the seller during the registration into Tapu Takas System and the sales amount is only sent to the seller’s own account.
- 33. Does the system cover sales made using bank credit?
The system does not support sales using bank credit. The part to be paid using the credit for the transaction cannot be realized through the system, but you can use Tapu Takas System to pay the amount to be paid in cash.
